FPSC
allows physically faced candidates to apply for all occupational groups of CSS
exam.
The
Federal Public Service Commission has allowed physically challenged candidates
to apply for all the 12 occupational groups of civil service to appear in the
Central Superior Service examinations.
The
decision was permitted in FPSC’s governing body earlier this year followed by
the endorsement of the federal cabinet in 2017 against a formal request of the
board. Formerly, candidates with physical disabilities could only apply for
four groups including postal services, information groups, audit and accounts,
and trade as well as commerce.
As
said by a senior officer in the FPSC, the decision was made after comprehensive
negotiations by the FPSC commission and will come into force effective directly.
Special Persons Passed CSS Exam:
The
issue of candidates who are physically disabled and not allowed to select for
the department of their optimal appeared in 2007 when a blind student stood
fourth in the CSS final result, on the other hand, was denied entry into the
Foreign Service of Pakistan. A request was later made to the premier to relax
the rules in her good turn, which was approved. Two additional disabled
candidates who had passed the examination had approached the court and asked
the FPSC to review the verdict terming Rule 9(2) discriminatory.
In
2017, the FPSC forwarded a summary to the Prime Minister for formal approval,
allowing all candidates to apply against all occupational groups. The federal
cabinet similarly approved the summary in September besides the FPSC notified
in 2018.
Changes to syllabus:
In
the same way, the commission, in the light of recommendations from the Higher
Education Commission (HEC), also agreed not to suggest changes to the syllabus
of the universities, for it is excessively premature as it was reviewed in
2015-16. The recommendation to modify the syllabus came after the poor report
of FPSC in 2015 in which hardly two percent of the candidates cleared the test although
the examiner's reviews were uncomplimentary, criticizing candidates writing,
preparation, as well as writing expression.
The
commission likewise lamented that academies guess papers and additional
shortcuts were not aimed at help candidates, which was common among candidates.
The demands for reforms in the FPSC have not been new and in 2017 the Senate
